Da fakultetska diploma u Crnoj Gori nije garant zaposlenja pokazuju i podaci ZZZCG. Zvanična statistika kaže da je na kraju juna bez posla bilo 4.408 visokoškolaca, dok je na fakultetima još oko 20.000 studenata. Iako nema preciznih podataka o tome koliko se crnogorskih visokoškolaca zaposlilo nakon nekog od Erasmus+ programa, sagovornici Portala RTCG, kažu da je upravo takav vid usavršavanja u državama EU korak ka bržem pronalasku posla.
Problem da nakon fakulteta nađe posao nije imala dvadesetpetogodišnja Danilovgrađanka Milica Jovanović.
Ona je svoje visoko obrazovanje usavršila i dopunila evropskim iskustvom.
Milica je na Prirodno-matematičkom fakultetu u Podgorici, na Odsjeku za biologiju završila trogodišnje osnovne studije biologije, nakon čega je ostvarila Erasmus Mundus (SUNBEAM program) stipendiju za dvogodišnji master program Konzervacione biologije u Sloveniji (2015-2017).
Milica se nakon Erasmus programa i povratka u Crnu Goru, prijavila za devetomjesečni Program stručnog osposobljavanja u Parkovima Dinarida – mreži zaštićenih područja Dinarida, sa sjedištem u Podgorici.
“U toj regionalnoj organizaciji stekla sam značajno radno iskustvo, a vjerujem i da sam imala jedinstvenu priliku da primijenim znanja i vještine, stečene tokom Erasmus programa u Sloveniji. Poznavanje slovenačkog jezika je samo jedna od vještina koje sam stekla tokom studija, a koje mi je tokom prvog radnog iskustva bilo dragocjeno. Nakon završetka programa osposobljavanja, angažovana sam kao saradnik u nastavi na Prirodno-matematičkom fakultetu u Podgorici, gdje imam priliku da podijelim stečena iskustva studiranja u inostranstvu, i time pokušam motivisati nove generacije da iskoriste prilike mobilnosti”, kaže Milica za Portal RTCG.
Da su upravo praktična znanja i iskustva, kao i poznavanje stranih jezika glavni nedostaci naših visokoškolaca kažu i oni koji brinu o nezaposlenim.
Pomoćnice direktora u Sektoru zapošljavanja u ZZZCG Sanja Rabrenović, navodi za Portal RTCG da naš obrazovni sistem mladim visokoškolcima pruža kvalitetna teorijska znanja, ali ne i praktična, upotrebljiva.
“Zapošljavanje visokoškolaca zavisi od stečene diplome u smislu da li se radi o zanimanju koje je traženo na tržištu rada. Ipak, ne smijemo zanemariti da je pored toga za zapošljavanje veoma važno i posjedovanje nekih dodatnih znanja, vještina i kompetencija (strani jezici, informatička znanja, komunikacijske vještine, spremnost za timski rad, organizacione sposobnosti, fleksibilnost, kao i spremnost za permanentno učenje,…)”, ističe Rabrenović.
Rabrenović podsjeća i na statistiku koja kaže da je na ZZZCG 4.408 visokoškolaca i da oni čine 12,42 odsto ukupnog broja nezaposlenih.
Prema podacima ZZZCG bez posla je i 217 magistara i mastera, kao i 17 doktora nauka. Među nezaposlenim visokoškolcima najviše je vaspitača i nastavnika 707, ekonomista – 686, pravnika – 564, menadžera i organizatora – 487.
Podaci Monstata kažu da je u studijskoj 2018/2019. na državnim i privatnim fakultetima u Crnoj Gori studiralo oko 19.200 visokoškolaca.
A njihovim praktičnim znanjima i vještinama nakon fakulteta nijesu zadovoljni ni poslodavci. U PKCG podsjećaju i da je njihovo istraživanje pokazalo da samo 7,7 odsto privrednika smatra da sistem visokog obrazovanja u Crnoj Gori obezbjeđuje kvalitetnu radnu snagu za tržište rada.
„Mišljenja privrednika su podijeljena kada su u pitanju znanja, vještine i kompetencije svršenih studenata iz inostranstva, te 22,3% anketiranih smatra da su kvalitetniji oni radnici koji su završili studije u inostrantvu, a samo sedam odsto privrednika smatra da kvaliteniju radnu snagu predstavljaju oni koji su školovali na crnogorskim institucijama visokog obrazovanja“, poručuju iz PKCG.
Upravo zbog toga i u PKCG kažu da su iskustva poput ERASMUS-a velika prednost pri traženju posla.
Kroz studiranje, praksu ili obuke u inostranstvu visokoškolci stiču znanja i vještine koja su im potrebna za brže zaposlenje.
„Istraživanje Direktorata za obrazovanje, mlade, sport i kulturu Evropske komisije, je pokazalo da se 80% studenata-korisnika Erasmus+ zaposlilo u roku od tri mjeseca nakon diplomiranja, a tri četvrtine njih je navelo da im je iskustvo u inostranstvu pomoglo da dobiju prvi posao“, podaci su na koje podsjećaju u PKCG i koji kako dodaju jasno ukazuju na značaj Erasmus programa u procesu zapošljavanja.
Sa ovim istraživanjem saglasna je i Jasna Žarković, koja ni prije, ali ni nakon Erasmus iskustva nije imala problem da nađe posao.
Jasna je završila master studije u okviru Erasmus Mundus programa i u tri države EU i dvije godine sticala nova znanja i vještine, koja su joj i danas od velike koristi.
„Kad sam dobila Erasmus stipendiju ja sam napustila posao u Crnoj Gori i upustila se u jedno iskustvo koje bih svakom preporučila. To je za mene bilo velika životna, ali i profesionalna škola. Nijesam imala problem da se nakon završenog mastera opet zaposlim i danas uglavnom radim na projektima koje finansira EU, tako da sam, slobodno mogu reći, bila i ostala evropejac“, kaže Jasna za Portal RTCG.

U nacionalnoj Erasmus+ kancelariji priznaju da nemaju precizne podatke o zaposlenju onih koji su prošli neki od njihovih programa, ali na osnovu povratnih informacija zaključuju da je to iskustvo korak ka lakšem pronalasku posla.
„Svakako da učešće u programima razmjene predstavlja priliku za mlade ljude da steknu nova znanja i vještine koje će im biti od koristi za lični i profesionalni razvoj, a samim tim znače i priliku za nove mogućnosti zapošljavanja. Neki od ovih mladih ljudi dobiju priliku da, po završetku programa razmjene, rade i žive u inostranstvu, i tamo izgrade svoj život i profesionalnu karijeru“, kaže koordinatorka nacionalne Erasmus+ kancelarije Vanja Drljević.
Ona navodi da Erasmus+ predstavlja novo iskustvo, pri čemu se ne radi samo o učenju i pukom polaganju ispita, već o sazrijevanju i snalaženju, što nemamo priliku da naučimo u okviru formalnog sistema obrazovanja.
„Boravak na razmjeni pruža mogućnost studentima da zaista prošire svoje vidike, osamostale se, steknu nove vještine, imaju inovativan i kreativniji pristup rješavanju problema, nauče nove jezike, i po povratku, zaista jesu spremniji i za buduće radno okruženje. Iz razgovora sa studentima saznajemo da poslodavci izuzetno cijene ovakvo iskustvo“, zaključila je Drljević.
U prethodne četiri godine, od otpočinjanja Erasmus + programa (2015 – 2019), odobreno je 227 projekata mobilnosti za ustanove visokog obrazovanja iz Crne Gore. Ukupna vrijednost projekata mobilnosti u kojima učestvuju univerziteti iz Crne Gore je oko 5,6 miliona eura.
Erasmus+ je međunarodni program Evropske komisije koji za cilj ima obrazovanje, obuku i mobilnosti mladih, kao i sklapanje saradnje sa institucijama i organizacijama iz oblasti obrazovanja, mladih i sporta.
Njegove različite programe od 2000. iskoristilo je više od 750 mladih iz Crne Gore.
Program traje od 2014. do 2020. godine i ima budžet od 14,7 milijardi eura, odnosno je 40 odsto više u odnosu na prethodne godine, što pokazuje posvećenost Evropske unije obrazovanju i mobilnosti mladih.
